Since starting assistance in 1991 and opening its Phnom Penh office in 2003, KOICA has become a major bilateral grant provider in Cambodia. Leveraging South Korea's transition from an aid recipient to an OECD DAC member, KOICA delivers targeted development, volunteer, and training programs focused on agriculture, infrastructure, education, and health.
